Promajoven Attends to Only 4.2 Percent of Adolescent Mothers

The Promajoven program, managed by Mexico's Secretaría de Educación Pública (SEP), only served 4.2 percent of its target population of adolescent mothers and pregnant adolescents in 2009, according to the National Council for the Evaluation of Social Development Policy (Coneval). Despite a significant budget increase over the years, the program's scholarship amount has not been raised since its inception. Researchers Adriana Medina Espino and Leticia Calvario Martínez from the Center for the Advancement of Women and Gender Equity (CEAMEG) highlighted that the number of adolescent mothers has nearly quadrupled, while child and adolescent rights specialists have criticized Promajoven as a palliative policy that fails to ensure basic education or adequate medical care.
