Emmanuel Bonsu Foster, a 22-year-old Ghanaian student, reported being handcuffed, beaten, and racially insulted by six officers of the Parma municipal police. The incident began in a park and ended at the police station five hours later. Foster was charged with resisting a public officer and received his personal belongings in an envelope labeled 'Emmanuel negro'. His parents took him to the emergency room for treatment. The mayor of Parma, Pietro Vignali, suggested the word 'negro' might have been added later, possibly by Foster himself, which the family denies. An internal investigation by the city and an inquiry by the Carabinieri are underway, with the case also attracting attention from the Ministry of Equal Opportunities' Anti-Discrimination Office.
