In 1898, Vice Admiral Othon Pompey Blanco founded the city of Payo Obispo. The purpose of the city came from the Treaty of Mariscal- Spencer, to monitor the country's new border and prevent the entry of contraband firearms from Belize. Today, Payo Obispo is known as Chetumal, but over the years the country’s border problems have escalated to include drugs, alcohol, cigarettes, spurious documents, weapons and human traffic. The future of this frontier looks even gloomier. Soon Guatemala will begin to implement its new security policies such as the establishment of a new immigration patrol.

On an ordinary December evening, as the streetlights begin to shine and the day gives way to the night... and just like the close of the day , the life of Jorge Cahuich Ku was also threatened to meet its end. Patrols moved quickly along Jose Lopez Portillo Avenue and all the way to Fourth Avenue. Sirens cleared the streets, as vehicles rushed by. The report was alarming: "Two beheaded on Fourth Avenue, behind a grocery warehouse." Jorge, who apparently is a taxi driver, is 49 years old. He and another man (who remains unknown, but is presumed to be Juan Angel Barca) walked about 110 yards from 24th street to the corner of 57th North Street to Fourth Avenue. Leaving traces of bandages with which they had been tied, tangled on the barbed wire that protected a housing complex, where almost two years ago police arrested several drug dealers.

Pharmaceutical Cuban-born robber, Ernesto Simeon, was arrested in Cancun by the State Judicial Police (PJE in Spanish). The FBI (Federal Bureau of Investigation) of the United States and the DEA (Drug Enforcement Administration) were pursuing the fugitive for belonging to a pharmaceutical robbery gang that pulled the largest heist in U.S. history by stealing more than $100 million, including $80 million in drugs. The PJE reported that on May 30, 2012, they received a memorandum concerning collaboration sent by the office of the legal attaché of the FBI in Mexico, Robert B. Loosle. The letter noted that Simeon was in Cancun with his girlfriend. The arrest was made around 11:30 am in Kohunlich Avenue, while Simeon was driving his vehicle, a white Stratus. The criminal was intercepted by PJE agents and transported to the offices of the Judicial Police in the hotel zone where he was turned over the FBI.
