The Private Voluntary Organizations (PVO) Amendment Bill in Zimbabwe has lapsed according to the legal think tank Veritas. The bill, which was vague, badly drafted, and potentially unconstitutional, cannot be revived following the dissolution of Parliament on August 22nd, prior to the general election. President Emmerson Mnangagwa had referred the bill back to Parliament for reconsideration, but since the Ninth Parliament was dissolved, the Tenth Parliament cannot be bound by its predecessor's unfinished business. Veritas suggests that the government should start anew if it wishes to proceed with the bill or consider scrapping it entirely.
